1997 Other Saturn Models Temperature gauge fluctuating and i

My saturn SL2 is idyling high and the temperature gauge is fluctuating. I changed the thermostat and nothing has change, actually it is getting worse.

check for a vacuum leak by spraying carb cleaner around the intake and see if the idle changes, if it does then thats where the leak is. does the cooling fan come on then go off? if it does then its normal
