1997 Other Saturn Models I am stumped!

I am stomped. I cannot figure out what is wrong with this darn air conditioner. I have replaced the compressor, dryer, and the expansion value. Still no air is coming out. The cooling fan does not seem to be turning. Would this affect the cold air coming out?
