1997 Other Saturn Models Coolant Temperature Gauge

When in Idle mode, car's Coolant Temperature Gauge rises. Once car is driven, gauge automatically decreases. Do I need a coolant flush? or Possible a sensor issue?

Need to verify if the cooling fan is working, sounds like it isnt, in which case need to seeif it is the fan, relay, or the PCM not turning it on
