1996 Other Saturn Models Serpentine belt pulley

I can physically move the belt pulley with my hand, instead of using the required tool needed. My belt is in place, but not tight enough to engage the air conditioner, alternator, etc. What do i need to replace on the serpentine belt pulley in order to end this problem?

Get a new belt and tensioner.
