I would try to rotate the engine by hand using a wrench on the crankshaft pulley bolt. Disconnect the battery first just to make sure nothing is electrically stuck. Make sure the transmission is in neutral or at least free-spinning.
Engine should rotate quite freely. If it doesn't you should ensure tranny is in neutral by bypassing Brake Bypass Interlock switch and try rotating engine again.
If it doesn't rotate this time, be prepared to find out you have a seized engine (specifically what, who knows).
