1995 Other Saturn Models Ignition Lock Cylinder

I need to replace my ignition lock cylinder and don't have the key. I have both covers for steering wheel off and ign. is visable. It has 2 longer bolts with weird heads (that i can't take off) that hold the ignition lock cylinder on to the steering shaft.

you have to drill them out.
