1993 Other Saturn Models clutch doesn't work

Please help. My grandson has a 1993 Saturn and I stepped on the clutch and it goes all the way to the floor, with no resistance and the car will not go forward when I step on the gas. The shifter will not move. Is the cable broken or is there a hydralic problem

Its hydraulic operated-for a start check the clutch master cylinder if it has fluid none or low - fill it and bleed the system.

Thank you for your answer. We will try that. The other options I have been given are a repair shop that says repairs could be from 350 to 800 dollars.
