Hi there,
First thing to do is check the refrigerant level as if it is to low they low pressure safety switch will shut down the system.

i had refrigerant put in, initially, there was not any power to the compressor, after adding refrig. there was power, the head turns freely, with a little resistance, but does not engage

Is the compressor clutch locking in when powered up?
