1993 Saturn L200 windsheild wiper problem

My wipers only work on high. Nothing else. I cannot get my washer motor to work either. Plus when I turn it off it doesn't go to park. I have to time it at park and turn off. If I jump the washer motor it works fine. 93 SL2. Wiper control module and or wiper motor?
