2006 Saturn Ion Engine Size unknown Two Wheel Drive Automatic 30000 miles

It snowed last night and some freezing rain fell on top of it. This morning I started my car, and without thinking, turned on the wiper blades hoping to clear my windshield. However, the blades made it about halfway across the windshield before coming to a complete stop. So I turned them back off, got out and cleaned off my car, got back in, tried the wiper blades again, and found that they only work on the highest setting. On any lower setting they don't do anything, in fact I can "turn off" my blades by moving them from the highest setting to any lower one. Did I screw up the motor? Or is there something else that I could have broken? Any ideas on what the repair cost for something like this is? Thanks.
