2004 Saturn Ion Wiper problems

Hi,

Last winter(January), my driver's side wiper arm began to wipe slowly after I was clearing ice around it, and I noticed that the wiper arm is loose as if it came off its joint.
Can the wiper arm snap back into place?

I have not open up the housing in fear I may break something.

there should be a nut to tighten down let me know how it goes.
