1993 Saab 9000 Over heating

Engine Cooling problem
1993 Saab 9000 Manual 166000 miles

I have a 1993 Saab 9000. The temp gage has been fluctuating mostley when I'm drving in the city. It does not red line but comes close. There are no leaks and the resevior is full, and the fan always comes on.
