1996 SAAB 900 RPM Meter stuck on "2"

When the engine is off the rpm needle goes back down so I know it can move. However, when the engine is running it is stuck around 2 and never moves. The turbo needle does move though.

TACHOMETER TEST
Ensure fuse No. 17 is good and voltage is present at fuse. Turn ignition on. Ensure voltage is present at main instrument display No 2 terminal No. 55 (Yellow/Gray wire). With engine running, ensure ignition pulses are present at tachometer terminal No. 6 (Green/Red wire).
