1993 SAAB 900 Separation of roof material

The inside roof covering, some sort of felt material, is separating from the metal roof. Is there any way to correct this, other than removing all the binders that hold the felt covering and then regluing it?

Once the headliner (roof cloth materiial) starts to sag, there is no fixing it. The foam backing on the headliner cloth deteriorates, and lets the cloth sag. The only solution is to remove the headliner board and clean it off, and glue new headliner material to the board using a high temperature rated spray adhesive such as 3M. Either that or just use push pins and pin it up, not pretty but it gets it out of the way.
