1999 Saab 9-5 stuck in 3rd gear

hi. my car is stuck in 3rd gear. i can only drive it in 3rd gear. one person told me it could be the transmission. other person told me its the butching for shifting gears.. please advise what to do.. thanks

have the vehicle checked at a transmission repair centre ! ..
