HOW DO I FIX MY 1999 SAAB 95 BRAKE PEDAL WILL OFTEN BOTTOM OUT AND NOT COME TO A SAFE STOP. vACUUM @ BOOSTER SEEMS TO BE GOOD, FLUID IS UP, HAVE NOT HEARD ANY NOISE. THE PEDAL WILL GO DOWN SOME WHEN STARTING THE CAR WITH PEDAL DEPRESSED, AS A RECOMENDED CHECK.

Sounds like your brake master cylinder is leaking internally-this wiil causethe pedal to gradually sink to the floor-sometime it catches and sometime not-get this fix immediately you're in a dangerous situation and others don't drive the vehicle anymore
