What are the possible mechanical problems when the steering is hard at slow speeds?

As far as I know, there can only be a few things wrong with power steering. The two main things I know about are that the pump is bad, or it could also be the racket pinion. Either of the repairs should be under 500 at the right mechanic. Hope I helped a bit
