2001 Saab 9-3 repair Question Like a fan noises

Hi i have a 2001 saab 9-3,4 cyl,2.0 engine.
Before i change my air filter there is a noise comming from next to the cigarette lighter. Even i turn off my engine it still continuous about 7-9 minutes than stops. After i changed my air filter noise got worst. it is doing the same thing with worst noise . I assume that it is connected with the air filter. What do you thing could be a problem.

U NEED A INTERIOR TEMP SENSOR , THAT VENT LOOKING THING NEXT TO WHERE YOUR SEAT HEATER SWITCH WOULD BE LOCATED ,U HAVE TO REMOVE ACC CONTROL PANEL TO REPLACE IT POPS OUT FROM BEHIND ,GOOD LUCK .
