What is the cost to have it looked at and then to maike it work/repair?
It sticks up about four inches

did u try cleaning the antenna mast ,turn radio on ,now with antenna all the way up ,simply use some clean solve & wipe mast off & check for damage to mast ,after cleaning check if working ok now ,if antenna still dont go all the way down u may need to replace just the mast [or the antenna rod] only .good luck.
