1999 Saab 9-3 repair Question Hard to stop.

I have a 1999 SAAB 93 SE . The brakes are verry spongie. I can't lock the brakes up no matter how much pressure I put on the peddle. I have dissconnected the main line to the boster and that made it worse. I am getting vacuum from the engine to the booster. Can you help me?
