If you have a high mount brake lite, does it work? Did you check for voltage to and from the stop lamp switch?

The orange wire at the stop lamp switch is hot all the time. That voltage comes from the stop/hazzard fuse in the fuse box. When the stop switch is activated, the white wire becomes hot carries voltage to turn signal switch. Your lower brake lites are wired through the turn signal switch.
