Runs cold, is that the reason for oil consumption of is it the new oils?

Uses 1litre oil over 250 miles at70mph.Uses hardly any at 60mph for same journey. Occasional white smoke but temperature that's never goes above 80.

I would install a new cooling system thermostat because it sounds like it is stuck open. Also, I would increase the oil weight one step to help the oil stay in the engine. To see if it is an oil control ring problem remove the spark plugs to see which one has oil on it this will be the cylinder. I would replace the PCV valve as well. Check out the images (below). Please let us know what happens.
