Code P0141, running rough?

Hello, i need some help trying to figure out what's going on. i attached a video for you all to hear the engine running. i recently changed the ignition coils, spark plugs, fuel injectors, downstream oxygen sensor. I also stripped down both connectors and replaced them with new connectors for the up and down oxygen sensors. Hooked up the scan tool and in getting a P0141 on every starts up. The freeze frame shows the downstream sensor reading at 0 voltage and upstream at 22 voltage.. This is the only code that's on.
