Running hot, heat vent blowing cold

The car runs hot and then will go back down and no heat comes out if I am at a light while it is down it goes back up. I was low on oil due for oil change but not many miles over. I changed the heat filter inside. It also as a noise coming from the vents inside the heat register like gurgling.
