Rubbing sound and smells like burning rubber

There is a rubbing sound under the hood on the passenger side of the van. When I start the van and let it sit after about couple of minutes running I start smelling a burning rubber smell and after while it will start smoking. I was assuming it was the A/C compressor that might of seized up, but that was not the case or the alternator. I am kind of wondering if it could be the power steering belt causing that or maybe the timing belt? What is your thought on this issue? Hope you could help me.

It does sound like a belt issue. Have you checked to make sure they are all properly on the pulleys? Your vehicle is designed with a manually adjusted belt. Make sure it is tight and ridding on all pulleys correctly. Inspect the belt for evidence of it rubbing against something. Please keep in mind, one of the belt driven components may have frozen causing the smell and the smoke because the belt is still turning. With the engine running, carefully inspect all belt driven components to make sure they are turning.

Here are the directions for belt adjustment specific to your car. The pictures attached correlate with these directions. Additionally, they show belt routing.

ADJUSTING DRIVE BELT TENSION
Drive Belt Tension Adjustment
1. Install the power steering belt.
2. Install the drive belt.
3. After installing the belt loosening the adjustment bolt counter clockwise at the "Q" arrow indication, apply tension to the belt by tightening the bolt clockwise.

NOTE
When adjusting belt tension, adjust it only after tightening the bolt lightly not making tension pulley eccentric.
4. Adjusting drive belt tension.
Tightening torque 45 - 50 N.M ( 33.19-36.88 lb. Ft)
