RPMS jump when braking

No error codes detected in diagnostic check. Car makes a whining sound while driving, and RPMS jump when slowing down ( when car slows down to about 40MPH is when the RPMS jump like the car is revving, but immediately go back down), sounds like the engine is winding down, . RPMS jump again slightly right before the car comes to a complete stop. Also, when I first start the car and start to drive, sometimes smell something "burning" (as in electrical), but smell stops after about 5 minutes of driving. Mechanic shop said it might be a pulley or alternator.

have the trans checked as it sounds like your problems revolve around a trans fault
