RPMs dipping from a complete stop and only in drive?

When you make a complete stop and go to accelerate, she dips like she's going to shut off but goes back to normal and continues, drives fine if I don't stop but that's an issue. She has a check engine light on for a small leak in evap system, but I've fixed all the things that I thought would fix it, IAC valve, fuel filter, fuel pump and spark plugs.

This does sound like you have a vacuum leak or the throttle bore needs to be serviced.
