RPM surging

The rpm's surge when accelerating fast between first and second and second and third gears. If you accelerate slow there is no issue. Any thoughts as to the problem?

Good afternoon,

I would suspect a possible clogged catalytic converter. The back pressure needs to be tested to verify if it is the issue.
