My RPMs surge while driving uphill between 1,500 and 2,000 RPMs, if I release the gas the RPMs will stabilize.

When this happens it means you could have a weak fuel pump or a clogged air filter or catalytic converter. I would use this guide to check the cat first since you don't have any check engine lights on.
Please go over this guide and get back to us. Also, when we the last time the engine had a tune up?
