Also when car is in park after turning on or in park it idles up and down.

This sounds like the cluster had gone bad which will cause the issue you have described. Here is a video of the job being done on a similar vehicle and instruction in the diagrams below to show you how on your car below:

Please give the cluster rebuilder your VIN and mileage so they can program the new unit.
