RPM are too high at an idle 1,000

In April 2018, I changed the Idle Control Valve. Everything was working fine. The other day while I was seated in the vehicle with engine running, suddenly the RPM went to 1,800-2,000 at an idle.
The check engine light gave a code of P0440 EGR valve. I replaced the valve with the same results high RPM.

I replaced the Idle Control Valve and the RPM sit at 1000-900. However the RPM do fluctuate. While I am driving the vehicle the RPM increase abruptly. You could hear at an idle the RPM increase and decrease.

Good morning.

Did you clean the throttle body plate of all carbon? Build up of carbon will not allow the plate to close giving you a high idle.
