That's commonly called "idle flare-up". It's done to help the engine warm up faster and to insure sufficient oil flow when it's cold. I have a 2014 Ram 1500 that does the same thing, but I'm in the habit of letting it warm up at least three or four minutes every day. Pistons don't fit properly until they reach normal temperature, so most engine wear takes place in those first few minutes. That's why vehicles that are driven long distances every day can reach 300, 00 to 500,000 miles and still be running fine while those that are driven only a few miles back and forth to work are worn out in as little as 100,000 miles.
It is okay to drive the van right away after starting, but the engine will appreciate a little time to get that oil flowing to the bearings and seals. You should find idle speed comes down to normal sooner when you shift into gear.
