Hits rev limiter at 5000 RPM

Car runs great but hits rev limiter at 5000 rpm, but red-lines at 6500 replaced ECM and still does it. Does anyone know why or how to fix?

You need to run the engine with a scanner that can read live data. This will show ignition function and see what is breaking down at this engine load setting. May also be fuel related. Also, check for any codes as well.
