2005 Other Rover Models power steering

If the car is stationary with the engine running and I turn the steering wheel the engine starts racing or if I pull up at a junction then set off having to turn either left or right the car starts ' kangarooing' as though the engine is going to cut out

check for vacuum lines leaking or snagging up !
