1997 Other Rover Models excessive brake pedal travel

I have a rover 220 turbo diesel. There is excessive brake pedal travel. When you pump the brakes with the engine off the pedal goes hard to about halfway up but if you keep constant pressure applied the pedal slowly goes almost to the floor again. When the pedal is hard and the engine is turned on the pedal goes slack again. Even with the excess travel the brakes seem to be working sufficiently however, with an mot due soon i really need to get this fixed. HELP.......

start by checking for leaks in the brake lines and cylinders etc. !
