1998 Rover 4 Series water header tank

how can i resolve water escape out of my header tank when the engine is warm i currently have ptfe plumbers tape there to reduce the escape,would a new header tank resolve this.
it does not overheat or get in with oil so the head gasket is ok.

have a compression test of the cylinders carried out .. suspect headgasket failure ..
