rough engine rocking at idle

I changed all spark plugs and all eight coils and EGR solenoid and EGR valve and gasket and PCV valve and my engine light keeps coming on and the code is po351 the secondary ignition I check the gap on all spark plugs and all are good
can you help

do checks in picture it can be harness bad, PCM connection etc.
