I can’t remove my rotor screw. I used an impact at first and the bit broke into the screw. Then I tried chiseling it and it’s still stuck. I was using a drill and the drill bit broke off. If you were in my shoes what would you do? Or how would you go about removing this screw off?

If you are replacing the rotor as well, take an angle grinder and a cut off disc and grind the head off while taking some of the rotor with it. Once it is off you can grind the remainder of the screw flat with the hub. It isn't needed but you don't want any sticking up to cause the new rotor to set unlevel. The other option would be to use a larger drill bit and chew the head off the screw and then remove or grind off the remainder.
