rmps are so high starts at 4000 rpm s and stays there

I start my truck and it kicks up to 4,000 rpms and stays there. We have cleaned the Tps and maf and both are getting volts .what is wrong what more can we do? Or check ? Also the check engine light is not coming on so that we can get a code please help ASAP!!!!

check for a vacuum leak around intake with choke cleaner and any hoses off or disconnected.
then scan for codes and check fuel pressure with a gauge autoparts rent it
