My bellow for my inner tie rod is ripped. my question, should I replace my inner tie rod or just the broken bellow, or both? when I checked I saw some fluid come out, is the fluid coming out from the transmission or from where?

The fluid is from the steering rack. The bulkhead seal is leaking and the rack and pinion needs to be replaced.

Yes, replace the tie rod end as part of the repair.
