Rim tucked into tire

The rim (cover?) is tucked into my cars tire. is there a way to untuck the rim without going to a professional? And is it damaging my tire?

That really helped. Thank you. That appears to be a tire that is going flat or at least low on air. Can you check the air pressure?

What appears to be happening is when the tire gets soft or low on air pressure it spreads out and starts making contact with the hub cap. I suspect putting air in it will resolve the issue. Thanks
