Replacing SHIFT column. Collar won't SLIDE DOWN.

I replaced my turn signal switch, I am having a hard time putting on the shift column/ collar. It doesn't seem to want to slide all the way down in place. After looking at the part I found on the inside of the collar there is a small metal plate with indentations on it. The plate slides into a slot that was cut out of the inner collar. With out the "plate" the collar slides all the down the steering shaft without issue. With it, it gets stuck and won't slide down into place. I've noticed that it stops where the "bump/indentation" is. Any ideas on how to slide the collar back into place?

if I remember correctly there should be two bolts that go there to hold that in place. I do have a service manual for that year so i'll have to look that up when I get time.
