Replacing rear signal bulb

I have removed the plastic panel, and a bolt/nut. There also appeared to be a much more recessed bolt/nut that is difficult to actually get out. I am thinking this seems too involved to replace a simple light bulb. what am I missing? Thank you, Brenda
