Unable to remove power steering rack. Removed two bolts on each side and still hasn't dropped. What am I doing wrong or what am I missing?

Do you have all steering components disconnected and the mounting brackets?
Do me a favor. I just looked up the directions for the removal and replacement and attached them below. Take a look through them and let me know if you see anything you may have missed.
