My mechanic says the labor to install new fly wheel and starter is high because you have to drop the engine. Is this true?

Either that or remove the transmission. The flywheel / flex plate is between the transmission and engine and connects the two of them together. It is indeed a big job to replace it. You can expect it to take between six and eight hours.
