Cigarette lighter replacement

I want to replace the light bulb in the ashtray. Later I want to replace the entire ashtray assembly located in the lower dash panel because the door will not stay closed.

Hello,

Here is the instructions from the manual. (Diagrams below)

Disconnect and isolate the battery negative cable.
Remove the lower bezel from the instrument panel. Refer to Instrument Panel Lower Bezel Replacement for the procedures.
Cigarette Lighter And Power Outlet

Pull the cigarette lighter knob and element out of the cigar lighter receptacle base, or unsnap the protective cap from the power outlet receptacle base.
Cigarette Lighter And Power Outlet Remove/Install

Look inside the cigarette lighter or power outlet receptacle base and note the position of the rectangular retaining bosses of the mount that secures the receptacle base to the instrument panel lower bezel.
Insert a pair of external snap ring pliers into the cigarette lighter or power outlet receptacle base and engage the tips of the pliers with the retaining bosses of the mount.
Squeeze the pliers to disengage the mount retaining bosses from the receptacle base and, using a gentle rocking motion, pull the pliers and the receptacle base out of the mount.
Remove the cigar lighter or power outlet mount from the instrument panel lower bezel.

For a while now, when I go to plug something into my cigarette lighter to charge it, it does not work. I thought at first it could just be the devices but when I try to use the lighter itself, it still does not work. I have not yet checked fuses. Im not sure where the fuse for the lighter would be located as I do not have a schematic for the fuse box anymore. Is a fuse most likely the cause or could it be something more complicated?

Fuse 9 feeds the lighter. It comes off a part of the ignition switch. That circuit also feeds three other fuses, so if the wipers, signals, and radio work, you know the ignition switch is okay.

Use a test light or voltmeter to test for voltage on the center terminal of the lighter socket. If voltage is missing, suspect fuse 9. (Or just check the fuse to start with).
