Replace Catalytic Converter Error code P0420?

Error code P0420.

Dealer says engine needs to be removed to replace the catalytic converter.

Can the converter be replaced without this step?

This is true, the catalytic converter is part of the exhaust manifold, and it is suggested that the engine must come out to change it out. But there might be work around, an independent shop that could help with the fact that the dealer is not allowed to do so I would check that out.
