1998 Renault Scenic 4 cyl Front Wheel Drive Automatic

if i come to a junction were i have to stop not all the time but most times the car wont pull away i have to turn it off an start it again then it will go but sluggish

How is the vehicle running the rest of the time .. does it idle OK .. does the MIL (malfunction indicator light)show on the dashbaord ?
