1995 Renault Espace engine temp and heater

Heater problem
1995 Renault Espace 4 cyl Front Wheel Drive

Hi
When car idle, engine temp slowly rises untill the fans kick in,hot air comes out of heater.
But as soon as you start travelling the engine temp drops to zero and then only cold air out of heater.
So very uncomfortable to drive on cold winter nights.

My first thought is engine thermostat or low coolant. I would change to a new, hotter stat. 192 or 195 degrees.
