Remove lower steering shaft?

The shaft has an upper and lower bolt, I was able to remove the lower one but can't break the upper one loose using hand tools. Of course, the upper bolt is beneath the power brake booster, and you can't get a good angle on it, both show to require 40 ft lbs of torque. The lower bolt looked to have blue thread lock on it, do you know if the upper uses red thread lock making it difficult to remove?

You need heat to melt and liquify the loctite then it should come off.
